Job Description The Senior Director, Head of Government Affairs, China , reports to the Head of Government Affairs, Intercontinental Region and serves as a member of both the China Leadership Team and the International Government Affairs Leadership Team. This role leads the China Government Affairs organisation and is accountable for advancing policy shaping strategies that accelerate value recognition and patient access for Gilead's current and future portfolio while reinforcing Gilead's position as a trusted healthcare partner in China. The position serves as a strategic advisor to the China General Manager and Leadership Team, providing insights and recommendations on the evolving healthcare, policy, regulatory and political landscape and its implications for Gilead’s business. The role is also responsible for leading and developing a high-performing Government Affairs located across Shanghai and Beijing. The head of Government Affairs in China should foster a culture of collaboration, inclusion, accountability and impact. This is a highly visible leadership role with significant exposure to senior leaders across the China affiliate, the Interncontinental Regional leadership, and Gilead's global leadership based in Foster City and London. MAIN TASKS & RESPONSIBILITIES Enterprise and Leadership Contribution Serve as a member of the China Leadership Team and actively contribute to affiliate strategy, business performance and organisational effectiveness. Serve as a member of the International Government Affairs Leadership Team and contribute to shaping regional and global Government Affairs priorities and capabilities. Act as a strategic advisor to the China General Manager and leadership team on policy developments, stakeholder engagement strategies and external risks and opportunities. Champion Gilead’s culture, values and leadership commitments. People Leadership Lead, develop and inspire a high-performing Government Affairs organisation. Build organisational capabilities and succession plans to support long-term business needs. Coach and develop team members through effective performance management, development planning and career advancement. Foster an inclusive and collaborative environment that encourages innovation, accountability and continuous learning. Government Affairs Strategy and Policy Leadership Develop and execute an integrated Government Affairs strategy aligned with affiliate priorities and Gilead’s global objectives. Shape policy discussions that influence healthcare innovation, reimbursement, public health priorities, healthcare reform and pharmaceutical policy. Drive policy initiatives that support value recognition and sustainable access to Gilead’s portfolio and pipeline innovations. Identify opportunities to position Gilead as a trusted partner in advancing China's healthcare priorities and innovation agenda. Stakeholder Engagement and External Influence Establish and maintain trusted relationships with key national, provincial and local government stakeholders, policymakers, healthcare authorities and influential opinion leaders. Represent Gilead in industry associations, policy forums and external stakeholder platforms. Strengthen Gilead’s reputation as a trusted and credible partner in healthcare and public health. Build strategic partnerships and coalitions that advance patient access and policy objectives. Business Partnership and Cross-Functional Leadership Partner closely with Commercial, Market Access, Medical Affairs, Public Affairs, Regulatory Affairs and other functions to align external engagement strategies with business priorities. Translate policy developments into actionable business insights and recommendations. Support launch readiness, lifecycle management and long-term portfolio strategies through proactive policy shaping and stakeholder engagement. Lead complex cross-functional initiatives that require alignment across local, regional and global teams. Strategic Intelligence and Environmental Monitoring Monitor and analyse developments in the policy, healthcare and political environment. Anticipate emerging trends, risks and opportunities that may impact Gilead’s business. Provide strategic intelligence and recommendations to support business planning and decision-making. Operational and Financial Leadership Lead Government Affairs planning and budget management. Ensure effective prioritisation and deployment of resources to maximise business and public health impact. Drive operational excellence and execution against agreed objectives. Qualifications and Experience Experience Minimum of 10 years of experience in Government Affairs, Public Policy, Market Access, Public Affairs or related healthcare disciplines. Recent and substantive Government Affairs experience in China is required, within the last three years. Deep understanding of China's healthcare, policy and pharmaceutical environment. Demonstrated success in shaping healthcare policy and influencing complex stakeholder environments. Significant experience engaging with senior government officials, policymakers and healthcare leaders. Experience within the innovative biopharmaceutical industry strongly preferred. Experience across HIV, virology, oncology or specialty medicines is desirable. <span
