Overview Iovance is seeking a highly motivated individual for the position of Sr. Manager, Technical Learning Center of Excellence at Iovance’s Cell Therapy Center (iCTC) in Philadelphia PA. This position is responsible for leading the Technical Learning Center of Excellence which includes the GMP Training Administration team (role-based curricula, training assignment accuracy, LMS data integrity, inspection readiness, and training documentation compliance) as well as Instructional Design, Measurement and Evaluation, and Trainer Qualification capabilities for Iovance’s technical teams. This role is part of the Technical Learning and Knowledge Management leadership team and will lead continuous improvement projects in support of enhancing standardized learning capabilities across the organization. The role partners closely with Quality, Document Control, area leadership, and cross-functional stakeholders to ensure training records, curricula, and reporting remain current, compliant, and aligned with business and quality priorities.
Essential Functions and Responsibilities Establish and govern the Technical Learning Center of Excellence operating model, including standards for curriculum design, role-based assessment and qualification, learning technology, training documentation and course setup in the LMS, and defining continuous improvement to support the training system.
Manage the GMP Training Administration team as well as Instructional Design and Metrics and Evaluation staff.
Lead training reporting strategy, metrics, and dashboards to support audits, leadership visibility, and business decision-making.
Manage LMS issue resolution, process improvements, implementation support, and user readiness activities, in partnership with Quality system owner.
Partner with QA, Document Control, area leadership, and cross-functional stakeholders to align training requirements and ensure compliance.
Lead complex training initiatives supporting quality events, operational priorities, and sitewide business needs.
Training subsystem owner for role-based curricula including but not limited to manufacturing operators, quality specialists, supervisors, trainers, and technical SMEs while partnering with Quality and functional leaders on curriculum ownership and approval.
Lead the strategy to ensure modern learning solutions are tailored to business needs including design of blended learning programs that combine classroom instruction, digital learning, hands-on practice, simulations, coaching, and on-the-job qualification to accelerate workforce readiness.
Ensure training programs support cell therapy-specific needs, including autologous workflows, chain of identity and chain of custody, cryopreservation, material handling, contamination control, QC testing, batch disposition, and patient-impact awareness.
Develop and govern trainer qualification, ongoing trainer engagement, and train-the-trainer programs to ensure consistent instruction, objective assessment, and effective knowledge transfer across shifts, sites, and functions.
Develop and maintain learning metrics and performance dashboards, including training completion, qualification cycle time, right-first-time documentation, deviation trends linked to training, retraining effectiveness, audit observations, and learner proficiency.
Drive continuous improvement by using quality events, audit findings, process changes, learner feedback, and business priorities to update curricula, improve learning effectiveness, and reduce recurring human-performance risks, working with Learning Business Partners.
Collaborate with Quality and Document Control teams to ensure training assignments, curricula, job codes, procedures, and training records remain compliant, current, inspection-ready, and aligned with controlled documentation.
Participate in learning governance forums with functional stakeholders to prioritize learning demand, review effectiveness data, and maintain visibility into workforce capability and compliance risks.
Manage and develop a team of learning professionals, instructional designers and LMS administrators, fostering technical credibility, customer focus, accountability, and operational excellence.
Oversee learning technology and GMP Training administration practices in the LMS, ensuring training assignments, curricula, reporting, data integrity, and user experience meet GMP expectations and operational needs.
Benchmark industry practices and emerging cell therapy workforce development models to mature the learning center of excellence and keep training approaches current, practical, and relevant.
Represent the learning function during audits, inspections and quality reviews by clearly explaining the training strategy, qualification model, effectiveness measures, and continuous improvement actions.
Model a quality mindset and patient-centered culture by reinforcing expectation that effective learning and technical proficiency directly support safe, reliable, and timely delivery of cell therapy products. Required Education, Skills, and Knowledge Bachelor's degree in Instructional Design, Education, Life Sciences, Quality, Business Administration, or a related field.
Minimum of nine (9) years of experience in training and documentation in pharmaceutical or biopharmaceutical GMP based facility with Bachelor’s degree; or 7 years and a Master’s degree; or a PhD with 4 years’ experience; or equivalent work experience.
Excellent knowledge of Learning as a business function including the L&D industry and current best practices
Strong knowledge of adult learning theory and instructional design principles and methodologies (e.g., ADDIE, 5Ds) and understanding how adults learn in the workplace.
Naturally curious, possesses the ability to dig deeper to understand complexities and distill into a simpler view

This position is for regular work week hours (M-F).
Experience in the biopharmaceutical or life sciences industry.
Strong working knowledge of GMP regulations, quality systems, training records, controlled documentation, and inspection readiness expectations
Experience administering or supporting learning management systems, including course setup, curricula assignment, reporting, issue resolution, and data integrity.
