Lead Emergency Response Specialist – HSE, Lilly Medicine Foundry

The Emergency Response (ER) Specialist – HSE is part of the Lilly Medicine Foundry’s Health, Safety, and Environmental (HSE) team has responsibility to lead/coordinate the on-site Emergency Response Team as a shift lead and Incident Commander. This role will be part of the shift staff that supports a 24/7/365 organization (specific shift structure is under evaluation). The position also interacts with the Lilly Medical Director, Employee Health Services (EHS), security, fire safety systems, local building staff/management teams, and outside agencies. This role is responsible for responding to emergencies and special events, as well as participating in various site emergency response programs, fire safety programs, and supporting departmental and site projects, as needed. When not responding to emergencies and special events, this position is responsible for the completion of required maintenance, inspections, and training activities. Key Responsibilities Serve as onsite Incident Commander for hazardous materials events and provide medical response coverage. Assist with building and maintaining a site-based Hazardous Materials Technician-level response and first aid/first responder capability drawn from workers with other primary site responsibilities. This includes supporting the delivery or coordination of high-quality training and the equipment and readiness program needed to support this capability. Support the development and continuous improvement of the site's Emergency Response Procedures, including hazard-specific annexes (fire, medical, severe weather, hazardous material release, security event, utility loss). Support and execution of the on-site emergency preparedness and response plan, including participation in pre-emergency planning, drills, and exercises, and assist in the implementation of the emergency plans with both on-site and local emergency organizations. These include, but are not limited to evacuation, severe weather, shelter-in-place, hazardous material release, and medical scenarios. Participate in After Action Reviews and support corrective action tracking and closure. The Foundry will not perform structural fire response and will rely on the Lebanon Fire Department for fire response. Inspect and maintain departmental equipment, supplies, and facilities to ensure response readiness. Develop familiarity with fire code compliance and partner with building engineers to ensure life safety system code compliance and maintenance. Support the site’s annual fire safety inspection program in partnership with building engineers, assisting with tracking observations and follow-up actions through closure, as needed. Support fire code compliance monitoring. Prepare a variety of reports and records. Participate in Process Hazard Reviews, Pre-Startup Safety Reviews, and Management of Change activities as an emergency response team SMEs as needed. Collaborate with Foundry HSE teammates on cross-functional initiatives, peer review of program deliverables, and shared coverage of HSE Operational Readiness milestones, as needed. Build an internal network with other Lilly emergency response experts; benchmark best practices across the Lilly network, as well as externally, and escalate emergency response risks and issues the site HSE leaders. Basic Requirements High school diploma or GED 5&#43; years of career or full-time emergency response experience in a fire department, industrial fire brigade, EMS agency, or industrial fire department or emergency response team, with demonstrated ability to work effectively across multiple crews rather than within a single fixed team. Qualified applicants must be authorized to work in the United States on a full-time basis. Lilly will not provide support for or sponsor work authorization or visas for this role, including but not limited to F-1 CPT, F-1 OPT, F-1 STEM OPT, J-1, H-1B, TN, O-1, E-3, H-1B1, or L-1. · Certifications/Training (Indiana or National Registry): Emergency Medical Technician (EMT-B or higher), in good standing and eligible for Indiana practice, Hazardous Materials Technician, Incident Command Demonstrated proficiency with Self-Contained Breathing Apparatus (SCBA) and ability to meet respiratory protection medical clearance and fit testing requirements under 29 CFR 1910.134. Ability to perform the physical demands of emergency response, including wearing appropriate PPE, patient lifting and movement, and sustained work in high-heat-stress conditions. Valid driver's license. Demonstrated organizational and record-keeping ability sufficient to own training records, certification tracking, equipment inspection schedules, and drill documentation. Ability to work independently with limited daily supervision and to manage a program workload alongside unpredictable response and coverage demands. Effective written and verbal communication skills, including clear radio communication under stress and the technical writing required for incident documentation, after-action reports, and procedures. Additional Preferences CPR Instructor NIMS 100, 200, 300, 400, 700, and 800. Driver Operator — Pumper and/or Aerial. Instructor I certification and demonstrated experience building or running an emergency response training program. Fire code or fire inspection experience (e.g., Fire Inspector 1 and 2 or equivalent). Advanced EMT or Paramedic certification. Experience across the full range of Incident Command System roles. Experience contributing to a strong, shared site culture built on worker involvement and continuous improvement. Demonstrated experience delivering training to adult learners. <span style="
