The Procurement Specialist supports the day-to-day execution of procurement activities for the Rockville manufacturing site across direct materials, indirect materials, services, capital expenditures (CapEx), and operating expenditures (OpEx). This role partners closely with the Associate Director, Procurement and cross-functional stakeholders to ensure business requirements are competitively sourced, contractually supported, and fulfilled in accordance with Samsung Biologics procurement policies and applicable GMP requirements. The Procurement Specialist contributes to site performance by improving procurement execution, maintaining spend and supplier visibility, supporting cost-reduction initiatives, monitoring supplier performance, and proactively identifying supply and commercial risks. This role serves as a key procurement partner to Manufacturing, Supply Chain, Quality, Engineering, Finance, and other business functions while supporting the requisition-to-purchase order (PO) process, supplier onboarding, procurement compliance, and audit readiness. Key Responsibilities Execute and support RFQ/RFP activities for assigned categories, including supplier identification, quotation collection, bid analysis, commercial evaluation, negotiation support, and supplier recommendations. Support implementation of global procurement strategies, policies, systems, and processes at the Rockville site. Ensure procurement activities meet business requirements while remaining aligned with global procurement standards and local operational needs. Manage the requisition-to-PO process, ensuring timely and accurate procurement transactions. Support supplier onboarding activities and maintain procurement compliance documentation. Contract Management Support the development, review, negotiation, execution, renewal, and administration of procurement-related agreements, including Master Service Agreements (MSAs), Statements of Work (SOWs), Quality Agreements, Purchase Order Terms & Conditions, Amendments, and other contractual documents. Coordinate with Procurement leadership, Legal, Finance, Quality, and business stakeholders throughout the contract lifecycle. Maintain organized procurement records and ensure compliance with applicable procedures, policies, and approval requirements. Monitor contract expiration dates, renewal schedules, commercial obligations, and required procurement actions to minimize business and compliance risks. Ensure adherence to Samsung Biologics procurement policies, delegation-of-authority requirements, GMP expectations, and applicable regulatory standards. Data Analysis & Reporting Maintain accuracy of supplier master and item master data within procurement systems. Track and report procurement savings, cost avoidance, and productivity initiatives. Support category management strategies and continuous cost-improvement efforts. Analyze procurement and spend data to identify trends, cost-saving opportunities, supply risks, and areas requiring management attention. Develop and maintain reporting dashboards and metrics related to spend visibility, sourcing pipeline, supplier performance, PO compliance, savings, and other procurement KPIs. Supplier Management Monitor supplier performance, including delivery, quality, responsiveness, pricing, and contractual compliance. Coordinate with Supply Chain, Manufacturing, Quality, and suppliers to resolve material shortages, delivery issues, quality concerns, invoice discrepancies, and other supply-related challenges. Support supplier performance reviews and follow-up on corrective action plans. Identify and mitigate potential supply risks, including long lead times, single-source dependencies, capacity constraints, and supplier performance issues. Escalate significant supplier, continuity, commercial, or compliance risks to Procurement leadership and appropriate stakeholders. Education Bachelor's degree in supply chain management, Business Administration, Procurement, Finance, Engineering, Life Sciences, or a related field required. Experience 3 years or more of procurement, purchasing, strategic sourcing, or supply chain experience in a manufacturing environment. Experience supporting GMP-regulated pharmaceutical, biotechnology, life sciences, medical device, or related industries preferred. Experience working with ERP systems such as SAP, Oracle, NetSuite, Microsoft Dynamics, or similar enterprise platforms. Experience supporting supplier management, contract administration, sourcing activities, and procurement operations preferred. Preferred Qualifications Professional procurement certification (e.g., CPSM, CPM, CSCP, APICS, or equivalent) preferred. Experience supporting procurement activities within a GMP-regulated biopharmaceutical manufacturing environment. Familiarity with supplier performance management, category management, and continuous improvement methodologies. The anticipated salary range for this position in Maryland is $58,000 to $74,000 plus annual bonus, when eligible.
